Does Debt Management Plans really work or are they scams? What would be the best way for someone who owes $10,000 + in credit card debt to bring their debt down.

If you have used a company to pay off your credit cards please tell me which ones are the best and if it really works. Examples would be great. Like say I have 4 cards that add up to 5,000 dollars what would be the monthly payment and stuff

I talked to one about $30,000 in debt on credit cards (don’t ask) and they said they could pay it all off in 3 and 1/2 years, I am getting a lower interest rate, but not any reduction in my debt, is this better than bankruptcy?
